He pointed out that a senior official at the Prime Minister's Office even clamored for Japan's independent nuclear armament, without even hiding the ambition for remilitarization. 四 | 宝宝出生了奶瓶忘在家无人机跨江配送来帮忙家住上城区采荷街道附近的王先生，前不久就体验过空中快递带来的便利。“我老婆在萧山的妇保医院生孩子。待产包里忘记放新生儿要用的奶瓶和护臀膏。”王先生立刻在闪送下了一个跑腿单，“让骑手去家里取一下送过来。”因为西兴大桥（钱江三桥）目前在提升改造，骑手一般会选择绕行复兴大桥，一趟跨江闪送常常要耗时四五十分钟。“没想到我下单的时候，跳出了一个‘优先无人机配送’，价格也不变。我就尝试勾选了无人机。”随后上城区的骑手上门取件送到采荷起降场，无人机腾空过江，13分钟后抵达江对岸，再由萧山骑手完成“最后一公里”派送，全程仅20多分钟，奶瓶就送到了王先生手中。“萧山世纪城的起降场就在妇保旁边，我还在窗口围观了无人机降落。

五 | 太有意思了。”王先生说。杭州低空产业发展有限公司场景拓展部业务总监范艺介绍，跨江航线上线一个月以来，运送的货物，大多是普通人生活里再熟悉不过的物件。有药品；有急需盖章的合同、投标文件；也有生鲜水果、网红奶茶、首饰礼盒、数码小配件、重要证件；甚至还有孩子急用的课本资料。

六 | 下单流程也十分简单，打开闪送小程序，系统会根据配送路线识别到无人机航线，弹窗问询用户，用户可以自主选择。无人机单次载货上限不超过10斤，主打小体积、高时效的即时递送，和普通闪送收费标准保持一致，“提速不提价”。比如8公里左右的跨江订单差不多是30元。“西兴大桥断流后，两岸同城配送时间有所延长，而两岸对于商务急件、生鲜食品、医药急送等高频即时需求又较大，跨江航线正好可以补齐这一弱点。”范艺介绍，跨江无人机航线比传统地面骑行配送，通行效率提升3至4倍。即便有风有雨，只要不在极端气象条件下，无人机依旧可以稳定飞行，安全过江。

七 | 350条低空运行航线打造多场景城市空中交通网络这条“钱江世纪城—采荷诺巢”跨江航线，也是杭州全域低空配送网络持续织密的一个缩影。作为全国民用无人驾驶航空试验区，杭州早早布局低空物流赛道，稳步推进低空经济落地民生场景。目前，像这样的城市低空即时配送场景杭州还有不少，自去年7月首条试运营航线启动以来，已接入15个起降场（点），开通24条常态化运营航线，先后覆盖上城区、拱墅区、余杭区等城市核心区域，服务半径聚焦起降场点周边1.5公里范围，覆盖电子数码、商务急件、生鲜食品、礼品礼盒、珠宝奢品及药品等绝大多数即时递送品类，累计已经完成7000笔配送订单。相比地面配送，空中即时配送主打6—10公里中长距离急送场景，弥补了地面配送跨江、跨区绕行效率短板，形成“空中干线+地面短途接驳”的完整即时配送体系。空中闪送只是低空领域的一个场景，杭州还有低空公共治理、低空物流、无人机外卖等多元场景。目前，杭州已建成末端低空起降点600余个、运行航线近350条、试飞验证测试场4处。

八 | 今年从年初到7月底新增航线200余条，其中新增物流航线51条。多场景城市空中交通网络逐步成型。这些起降点分布在写字楼集中的商务区、居民区周边、公园综合体附近，兼顾企业商务需求和居民日常生活。杭州市低空交通运行管理服务中心低空运行管理处副处长钟璧樯透露，杭州将打造一个低空闪送用户聚合平台，集合多个符合资质、通过安全考核的企业陆续加入低空闪送的场景，打造一个类似网约车平台。
